To make sure we’re compliant with the Regulator of Social Housing Consumer standards set out in the Social Housing (Regulation) Act 2023, we have appointed Helen Harvey (Director of People and Performance) as our dedicated lead for consumer standards and Neil Ashford (Director of Maintenance Services) as our lead for making sure we’re compliant with our health and safety obligations for tenants.

Arthur is Director of Communities which includes Housing and Neighbourhood services, Supporting People services, Community Development, Estates and Stewardship, Customer Services and Heritage. Having joined BVT in July 2017 as Head of Housing before becoming Head of Housing and Customer Services, Arthur spent over nine years at Birmingham City Council in a number of roles within Landlord services and Community Safety, having also worked for Birmingham Anti-Social Behaviour Unit.

Hannah joined Bournville Village Trust (BVT) in 2020 and is the Company Secretary for the BVT Group. Hannah is responsible for the overall management and strategic direction of BVT’s legal and regulatory compliance, risk and assurance, governance and tenant scrutiny. She has over 20 years’ experience working in community-led or community-based organisations including, Bloomsbury Tenant Management Organisation and The Pioneer Housing and Community Group, in roles ranging from housing management, resident involvement and leasehold to right to buy and governance. Before joining BVT, Hannah was the appointed Group Company Secretary at Pioneer.

Helen is Director of People and Performance and Company Secretary and is responsible for the overall management and strategic direction of organisational development, business improvement, audit and risk, PR and communication, corporate health and safety, and governance. She was previously the Chief Executive of St Peter’s Housing Association and has worked for various housing organisations including Castle Vale Community Housing Association (now Pioneer Group), Trident and Friendship. In addition, she was also previously a non-Executive Board Director and Chair of Moseley & District Housing Association and chaired a city-wide Equalities Group that aimed to address key issues for the City, including tackling myths around immigration and its impact.
Helen Harvey (FCIH, MCIPD), Director of People & Performance
Neil is the Director of Maintenance Services and is responsible for our in-house maintenance services which includes repairs, empty properties, gas and electricals and grounds maintenance. He is an experienced property professional and a member of the Royal Institution of Chartered Surveyors (RICS), with senior position experience at both client and contracting organisations. Prior to joining Bournville Village Trust (BVT) in 2018, Neil was a Commercial Manager for a national building contractor and Director of a private quantity surveying practice.
